Who We Are
J&JL Ltd is a specialist transport compliance consultancy based in Blackburn, Lancashire. We are a small team — three to five people — and we operate that way deliberately. Every client works directly with an experienced consultant, not a junior account manager. When we tell you something, it comes from direct experience of doing it, not from reading a manual.
Our team combines backgrounds in transport management, FORS auditing and practitioner work, health and safety management and training delivery. Between us we have spent the better part of fifteen years working inside transport operations and alongside the regulatory bodies that govern them. That experience is the foundation of everything we do.

Why We Started J&JL Ltd
We started J&JL Ltd because we saw what happens when transport operators try to navigate compliance without proper support — and what happens when they use consultants who have never actually run a transport operation. Generic documentation that does not match the reality of the business. FORS preparation based on outdated versions of the standard. H&S systems that satisfy the paperwork requirement but would not survive an HSE inspection. Operators spending money on certificates and systems that do not actually protect their business or their people.
Our approach is different. We do not sell compliance products. We build compliance systems — practical, tailored, tested against the current standard. We do not progress clients to a FORS audit until we are certain they will pass. We do not deliver tail lift training from a slide deck — we deliver it on your equipment, at your site, on your vehicles. We do not write generic H&S policies and call them bespoke.
Our Approach
Every engagement starts with a free consultation. We want to understand your operation, your contracts, your current compliance position and what you are trying to achieve — before we propose anything. If the answer is straightforward, we will tell you that. If there is a problem, we will tell you that too, clearly and directly, before you have committed to anything.
We work with operators of all sizes — sole trader HGV operators applying for their first licence through to multi-site fleet operations pursuing FORS Gold or ISO 9001. The level of support we provide is always determined by what the operator actually needs, not what generates the most work for us.

Our office is at Freckleton Business Centre in Blackburn, Lancashire. We work with operators across the North West, Yorkshire, the Midlands and London, and take on engagements anywhere in the UK where the work is a good fit for our expertise. Where on-site presence is required — tail lift training, mock FORS audits, gap analysis — we travel to you.
